Kirk L. Phillips, 59, of Valley City, ND, passed away at Sheyenne Care Center Wednesday morning, March 1, 2017.

Kirk L. Phillips was born November 26, 1957, in Oakland, CA, the son of Crawford and Shirley Ann (Elshaug) Phillips. He served in the US Navy from 1976 to 1980. Kirk was recently living at Sheyenne Care Center, Valley City, ND.
